AI Act — high-risk systems

The bans and GPAI duties are already live. The bulk of high-risk product rules (hiring, credit, essential services) switch on this month.

People

If a bank, hospital, school or employer uses AI on you, they should be able to explain the system and keep a human responsible. Chatbots and deepfakes should already be labelled.

Business

Inventory, classify, and demand technical files from vendors. High-risk deployers and providers face documentation, logging, and human-oversight duties. Fines can reach a share of worldwide turnover.

Pay Transparency Directive

The transposition deadline has passed. Whether your national law is late does not erase the political fact: pay-gap reporting and salary-range duties are this year’s file.

People

You should see a pay range in job ads, and you can ask how your pay compares with colleagues doing the same work. Retaliation for asking is the thing the directive tries to kill.

Business

Job ads, pay structures, and gender-gap reporting. Large employers need a mapping of comparable work. Late national law is not a strategy — staff will still ask.

CBAM — paying for carbon at the border

Importers of iron, steel, aluminium, cement, fertilisers, electricity and hydrogen move from paper reporting to a real carbon price.

People

You do not file CBAM. You may see it in the price of a car, a can, or a building, if the levy sticks and is not eaten by the importer.

Business

If you import the listed goods, you need emissions data from non-EU plants and a plan to buy certificates. Authorised CBAM declarant status is an operations problem, not a CSR slide.

Packaging and packaging waste

Reuse, recycled-content and labelling rules start to bite on what you can put on a supermarket shelf.

People

Fewer formats, more refill in theory, and packaging that has to say what it is. Prices and availability of small packs are the household fight.

Business

Design for recyclability, recycled-content targets, and producer-responsibility fees. Food, cosmetics and e-commerce shippers are in first.

Strasbourg plenary, 14–17 September

First full part-session after the summer. Mandates, votes and debates that were parked in July come back with a public roll-call.

People

This is when a trilogue deal can become a Parliament position you will actually live under — medicines, returns, green claims, the budget.

Business

Watch the draft agenda for files you staff. A plenary mandate is harder to unwind than a committee vote. Lobbying after Strasbourg is usually too late.

The 2028–2034 EU budget

No seven-year budget, no orderly start to farms, regions, research or new defence money in 2028. National envelopes are the real negotiation.

People

Cohesion projects, agricultural payments, Erasmus-scale programmes and whatever replaces the recovery fund logic. This is the Union’s spending ceiling, not a Brussels accounting footnote.

Business

Research, industrial policy and defence-readiness money sit in this package. So do any new own resources (call them taxes if you like) that finance it.

Returns regulation

The operational follow-on to the migration pact: how people without a right to stay are returned, detained or transferred between Member States.

People

Detention standards, family units, and whether a return decision in one country is waved through in another. Rights groups and interior ministries are both treating this as the file of the year.

Business

Direct duties are thin unless you run detention, transport or identification contracts. Indirect: labour-market tightness and the politics of hiring third-country staff.

Green Claims Directive

The file that would police ‘climate-neutral’ on a bottle of milk. It can still pass, shrink, or stall. Marketing teams are already writing two versions of the pack.

People

Fewer fairy-tale eco-labels if it lands; more of the same if it dies. You would get a right to see the proof behind a green slogan, not a new recycling bin.

Business

Substantiation before you print a claim. Micro-firms may get a lighter lane — or not. Consumer brands and retailers should freeze new ‘net zero’ artwork until the OEIL status is honest.

Watch: Whether micro-enterprises stay in, and how much third-party verification is required.

Pharma package and critical medicines

Biggest rewrite of EU medicines law in twenty years, travelling with a Critical Medicines Act on shortages. Handshake is not Official Journal.

People

How long a company keeps data protection (which affects when a cheaper version appears), and whether antibiotics and insulin are less likely to run out.

Business

Launch-and-supply obligations in smaller markets versus length of regulatory protection. Generics, originators and hospital buyers do not want the same text.

Watch: Legal-linguistic finalisation and the OJ date — nothing is in force until then.

Coming into forceLargest firms already reporting; more waves through 2028

CSRD — the next reporting waves

Omnibus delay fights change who is in the second and third waves. The largest groups are already producing sustainability statements; suppliers feel it as questionnaires.

People

You do not file CSRD. You might see it as a company explaining climate and workforce data, or as a smaller supplier asked for numbers it does not have.

Business

If you are in a later wave, do not wait for the last Omnibus rumour. Parent companies and banks will still ask. Scope 3 and value-chain data are the expensive part.

2027 and after

Coming into forceStaggered from 2027 for the largest groups

CSDDD — due diligence for the largest groups

Not this quarter’s filing. It is the 2027 operating-model change: human rights and environment in the chain, with civil liability in the background.

People

The promise is fewer hidden harms in stuff you buy. The mechanism is company due diligence, not a shopper app. Remedies, if any, come later through courts and regulators.

Business

Largest groups first. Map chains, contracts, and grievance routes. SMEs in those chains will get codes of conduct anyway — start with the customers who already asked.

Cyber Resilience Act

Hardware and software sold in the Union will need a security story, not a sticker. Vendors who start in 2027 will miss the boat.

People

Connected products should get security updates for a stated period. A cheap camera that is never patched becomes harder to sell, in theory.

Business

Manufacturers, importers and distributors of products with digital elements. Vulnerability handling, CE-style conformity, and support periods belong in product roadmaps now.
