Why it exists

The IRA in the US and Chinese industrial policy made ‘climate tech’ a location decision. NZIA is the Union’s attempt to keep factories, not only targets.

  • A list of net-zero technologies and a 40% Union-manufacturing benchmark by 2030 for strategic ones.
  • Permitting time limits for net-zero manufacturing projects.
  • Strategic projects, including for CO₂ storage injection capacity.
  • Non-price criteria in some auctions and procurement (resilience, ESG).
