- 2030 benchmarks: 10% extraction, 40% processing, 25% recycling, and no more than 65% of any strategic material from a single third country.
- Strategic projects with permitting deadlines.
- Company risk-preparedness and, for large firms in selected sectors, a board-level raw-materials plan.
